Journal Article 2025 06 25  <br />The urban households of Pol-e-Dokhtar, like those in other medium and small cities across the country that follow an agricultural lifestyle, face issues such as unemployment, lack of innovation and technology, low income, employment instability, and a lack of motivation for living. These problems have created many challenges for households in these types of cities, leading to issues such as migration and, most importantly, an increase in poverty among them. In this context, a set of factors and household assets influence their livelihood opportunities or their poverty levels. Identifying the types of these factors and assets can provide useful solutions for urban development planners and poverty reduction.<br />This study focused on identifying the effective household factors and assets related to urban poverty in Pol-e-Dokhtar. The research is practical in purpose and, methodologically, descriptive and analytical. The statistical population consisted of urban households in Pol-e-Dokhtar, with a sample of 380 households selected through quota and simple random sampling. To collect data—considering the models and objectives—questionnaires and Likert-scale quantitative questions were used. Structural Equation Modeling (SEM) in Amos software was employed to analyze the data and identify household factors. For identifying solutions to reduce poverty, qualitative methods such as interviews were used.<br />The results showed that economic/financial factors, with a impact coefficient of 0.68, physical factors at 0.32, social factors at 0.11, and human capital with 0.05, had the greatest influence on urban poverty. Regarding strategies to reduce poverty, the findings indicated that creating flexible family employment opportunities, investing in deprived urban neighborhoods, improving education and skills training for urban poor, supporting minorities, migrants, and impoverished individuals (through education and services), involving residents of poor neighborhoods in urban decision-making, fighting corruption, ensuring equitable distribution of public resources, upgrading poor and informal settlements, and expanding free public transportation are the most important actions to reduce urban poverty in Pol-e-Dokhtar. <br /><br /> خانوارهای شهری پلدختر همانند سایر شهرهای متوسط و کوچک­اندام کشور که رویة کشاورزی دارند، با مسائلی چون: بیکاری، فقدان نوآوری و فن­آوری­های، پایین­بودن درآمد، عدم پایداری اشتغال و فقدان انگیزه برای زندگی مواجه هستند که این مسائل زمینه­ساز مشکلات زیادی برای خانوار­های این نوع شهرها شده و باعث بروز نابسامانی­هایی چون مهاجرت و مهم­تر از همه افزایش فقر آن­ها شده است. در این زمینه مجموعه عوامل و سرمایه­های خانوادگی بر فرصت­های معیشتی و یا بر فقر آن­ها تأثیرگذار است. شناسایی نوع عامل راه­حل مفیدی برای برنامه­ریزان توسعة شهری و کاهش فقر می­باشد. در پژوهش حاضر به شناسایی عوامل و سرمایه­های خانوادگی مؤثر فقر شهری پلدختر پرداخته شد. پژوهش حاضر از نظر هدف، کاربردی و از نظر روش به­صورت توصیفی-تحلیلی است. جامعة آماری، خانوارهای شهری پلدختر است که با استفاده از نمونه­گیری سهمیه­ای و تصادفی ساده 380 خانوار انتخاب شد. برای گردآوری داده­ها با توجه به مدل­ها و اهداف از پرسش­نامه و سؤالات کمّی (طیف لیکرت) استفاده شد. برای تجزیه­وتحلیل داده­ها و شناسایی عوامل خانوادگی از معادلات ساختاری <strong>(SEM)</strong> در نرم­افزار «<strong>Amos</strong>» استفاده گردید. جهت شناسایی راهکارهای کاهش فقر نیز از روش­های کیفی مانند مصاحبه استفاده شد. نتایج پژوهش نشان­داد که عوامل اقتصادی/مالی با ضریب تأثیر 68/0، فیزیکی با ضریب 32/0، اجتماعی با ضریب تأثیر 11/0 و سرمایة انسانی با ضریب تأثیر 05/0 بیشترین تأثیر را بر فقر شهری داشته است. نتایج طرح در زمینة راهکارهای کاهش فقر نشان­داد که ایجاد فرصت‌های شغلی انعطاف‌پذیر خانوادگی، سرمایه‌گذاری در محلات و مناطق محروم شهری، ارتقای آموزش و مهارت‌آموزی افراد فقیر شهری، حمایت از اقلیت‌ها، مهاجران و افراد فقیر (آموزش و خدمات)، مشارکت­دادن ساکنان محله‌های فقیرنشین در تصمیم‌گیری‌های شهری، مبارزه با فساد و توزیع عادلانه منابع عمومی، بهسازی سکونتگاه‌های فقیر و غیررسمی و گسترش و توسعة حمل­ونقل عمومی رایگان مهم­ترین اقدامات کاهش فقر شهری در شهر پلدختر می­باشد. https://gaij.usb.ac.ir/article_9419_a3d0e04da716d0f8e24603c08043db18.pdf
