The Assess and Validate Community-Based Crisis Management Model Based on the Soara Technique (Case Study: Kerman Province)

Abstract

Disasters and natural disasters are among the potential threats that have always targeted the health and property of people in the community. Community-based crisis management is one of the management approaches that is used to reduce the risks of accidents and crises in high-risk communities. In this approach, people are at the heart of decision-making and participate in scientific and executive activities related to crisis management. The purpose of this study is to assess and validate the community-based crisis management model based on the soara technique. The research method is based on the applied purpose and based on a survey implementation method based on structural equation modeling. The statistical population of this study consists of 170 experts and managers of kerman provincial crisis headquarters and red crescent who were selected as a sample size based on cochran's formula and with an error of 0.05, 118 people were selected by simple random sampling method. In order to collect information, a researcher-made questionnaire was used. The validity of the questionnaire was confirmed using confirmatory factor analysis. The reliability of the questionnaire was estimated to be 0.894 with the combined reliability method and 0.924 with cronbach's alpha. In order to analyze the data, structural equation modeling method was used in smart pls software version 2. The results show that the dimensions before, during and after the crisis explain 99%, 98% and 98% of the changes in the community-based crisis management model, respectively. In order to prioritize the components and indicators of the research, the soara technique was used. The results showed that the components of public education, practical participation and social participation with the final weights of 0.42, 0.35, and 0.27 have the greatest impact on community-based crisis management, respectively.
