The Use of Foresight in Identifying the key Driving Forces Affecting the Realization of a Smart City with an Emphasis on Urban Management (Case Study: Ardabil City)

Abstract

In the successful projects of global smart cities, the participation of the government and citizens together has played an irreplaceable role. The smart city has several criteria including: physical infrastructure, smart economic infrastructure, smart life and smart governance. This research is a part of applied research in terms of its purpose and a part of descriptive-analytical research in terms of its nature and method, as well as the present research in order to identify the key drivers effective on the realization of a smart city with an emphasis on urban management using foresight in the city of Ardabil. be In order to achieve this goal, in the first stage, Delphi questionnaire was used, and in the next stage, using the cross-effects matrix table and the opinions of 30 experts, effective variables in intelligent management were identified and extracted, in the last stage, using software The main factors and driving factors of intelligent urban management were identified among 40 variables, and fourteen factors were selected as the main driving factors based on the highest score they had earned. The obtained result shows that there is a close relationship between the variables. Also, a specialized look at urban management and investment and emphasis on the fourteen factors of key drivers can shorten the path of urban intelligence. Paying special attention to employing expert managers in the urban area and improving the status of the main variables, along with carrying out infrastructure measures in this area in the city of Ardabil, can be effective in designing mid-term and long-term plans for the implementation of smart city management.
