Sponge city has been accepted globally as a new approach to flood management; however, in Iran, and especially in Ahvaz, it has not yet been implemented comprehensively and operationally, and its implementation requires the identification and development of local indicators that are appropriate to the conditions of this city. In this regard, this study has identified and prioritized the components of sponge city in order to manage and control urban floods in Ahvaz. In this context, by first studying the literature on the subject and examining the experiences of other similar cities, the basic dimensions and indicators of this concept were identified. Then, using the combined technique of DEMETL and Convergent Supermatrix (ANP), the relative importance and structural position of each of these indicators were determined and prioritized from the perspective of 30 experts in the fields of urban planning, water engineering, and the environment. The research findings show that the “physical-infrastructure” dimension, as the main axis and driving force of the sponge city in Ahvaz, has the highest priority in flood management, and its realization requires the establishment of smart monitoring systems and strengthening of engineering infrastructure. In this hierarchical model, the environmental and institutional dimensions are complementary and create the basis for the effectiveness of physical interventions, while the economic and social dimensions are placed in the next priorities as supporting arms. In summary, the success of establishing the sponge city in Ahvaz depends on a strategic focus on improving physical bottlenecks and aligning institutional criteria, the improvement of which directly leads to the improvement of urban resilience against floods.
